This document does not specify the character encoding to be used when interpreting character sequences and percent encoding them in section 3.1.1, Template Syntax. The reference to RFC 3986 is insufficient, as RFC 3986 section 2 explicitly does not specify a character encoding and instead relies on usage context to do so.

This appears to be a violation of the IETF Policy on Character Sets and Languages, RFC 2277, section 3.1.

The document should either specify UTF-8 as the encoding to be used before percent-encoding, or (better) reference RFC 3987 section 3.1 as part of the conversion algorithm:
