IIRC,
DNSEXT decided (in Hiroshima or around the Hiroshima IETF)
to prioritize its work and first ship
draft-ietf-dnsext-dns-tcp-requirements to the IESG before
starting serious discussion on possible future transport
protocol solutions for DNS transactions.
The former has a milestone in the current DNSEXT charter,
the latter is a medium-to-long term chartered item:
"Examining transport protocols, possibly adding new ones."
