That remark suggests to me that John's proposal of iterative work is justified. If there are fundamental disagreements about policy and interpretation, and not just picky details, that are coming out in the short review period allotted, then presumably there are deep disagreements that need to be worked out before the wider IETF can be expected to agree to some policy.
