The document is a good piece of work. The considerations discussed in it may help other areas understand the thinking of the ops area as management and operations considerations are often overlooked. Bernard Aboba posted some interesting comments on Section 1 of this draft for the Last Call.

I don't think that the document scales well from an IETF perspective as a BCP. As such, I do not support its publication as a BCP.
