Absolutely.  Nowadays, though, interface and next-hop selection, which
you mention, are tied to address selection.  This is why I summarized
everything under address selection.  Nevertheless, I agree that this
tying between interface, next-hop, and address selection is part of the
issue we should analyze and document.
