I think if you go back and review the "Gathering Candidates"
section of http://tools.ietf.org/html/draft-ietf-mmusic-ice-19,
you'll see that the Host Candidate portion covers this area:

  The first step is to gather host candidates.  Host candidates are
   obtained by binding to ports (typically ephemeral) on a IP address
   attached to an interface (physical or virtual, including VPN
   interfaces) on the host.

Those candidates become part of the overall candidate list (and
it gets much, much more complicated than this small snippet would
indicate), and the SDP exchange is then a signalling-path mechanism
for working out the best flow pairing.
