Indeed I recently read an indignant complaint from one country concerning commercial espionage conducted by a second. Said conduct having been exposed by the employment by similar espionage tactics by the first against the second.

Indeed.  In the past, various countries -- note carefully; I used the
plural -- have been mentioned in the press as using various government
agencies to advance national economic interests.
