As a point of information, this was raised as an issue in the IPR WG because of cases where it makes more sense to recycle text extracts from RFCs in product documentation than to paraphrase the RFC. The consensus was to cover it in 5378. The only glitch is that we forgot to insert a transition rule for old stuff.
