No, 0.238% is the working IPv6 users, so the total is 0.328% of which 27% is broken. I would be interested to see the OS breakdown for that 0.09%. I'm betting it's mostly Vista 6to4 users who have a public IPv4 address but are behind a firewall that blocks protocol 41.
