Hi: I'm making a project and have some questions: How can i compare and contrast the differences in the process of drafting an IETF standard vs.a W3C recommendation. And which standards(IETF or W3C) can participate in which phases of the process? And which technologies are appropriate for which standards (IETF or W3C) body, and what is the policy toward intellectual property rights (patents) in the standards.
