I quoted a formal proposal which has just been announced but which does
not yet have an official proposal number in the ARIN Policy Proposal
Archive. I believe this proposal met the deadline for discussion and
voting at the ARIN meeting in Albuquerque in October 2007.

But my point remains, it is very hard to find a definitive statement of
what the IPv6 addressing architecture is. At minimum, the IETF really
should have an RFC to give guidance to the RIRs on IPv6.
