The IAB is, to take a small example, composed of folks selected by the NomCom, and NomCom eligibility is determined by participation in the IETF. The IETF and IAB also share confirmation duties for a number of outside positions, where the IESG confirms choices made by the IAB (and the IAB does the same for choices made by the IESG). More importantly for this question, the IAB participates in the IETF standards process in the appeal chain, in discussions of new work, and in managing the liaison relationships of the IETF. Its roles and relationships have changed over time, but 2850 says pretty clearly: "The IAB is chartered both as a committee of the IETF and as an advisory body of the Internet Society." I think it would be clearer to say that the IAB has roles and responsibilities beyond those which relate to the activities IETF.
