at least we can see these domains. Can you see them too, on the

Which does not show that there is a new root-server in China...it merly shows that you have found a server inside china that happens to have a IDN TLD configured. This would be analogue to the testbed that NIC-SE (Swedish registry) was running for DNSSEC until they put this into their production system.
