However, on the other hand it does seem as if groups have become more likely to make "final" decisions during meetings and not on mailing lists. Rarely you run into the perfect storm of no jabber scribe, poor microphone placement, and decisions made in meetings only, but it does happen. I haven't travelled to a meeting in about a year but I have participated remotely, and although the handling of remote participation has been inconsistent from working group to working group overall it's been pretty good.
