It has an effect on the technical work of the IETF, by creating a new mechanism in this space. Describing what it makes it better/different/more appropriate helps those who will interpret or re-use these pieces understand why they might choose to re-use them or avoid doing so. Saying "this is a point solution" or "this is a replacement for $FOO, and here's why we chose to replace it" is relevant to the people who will read and use the specifications.
