It has an effect on the technical work of the IETF, by creating a new mechanism
in this space.  Describing what it makes it better/different/more appropriate helps
those who will interpret or re-use these pieces understand why they might choose
to re-use them or avoid doing so.  Saying "this is a point solution" or "this is a replacement for $FOO, and here's why we chose to replace it" is relevant to the
people who will read and use the specifications.  It's relevant to the IETF, in other
words, as well as a broader community.
