The IETF is a subsidiary of ISOC.
It is incorporated in a country (USA? Swiss?)
This country seems to authorize what others do not.
IANAL but I advise Governments.
It is always difficult in cases where laws conflict.
I am only interested in technical RFC 3683 things.
If it permits this it is wrong for the IETF. That is all.
