Maybe the spamops document needs a reference to the email-arch
document?
No, this is still highly controversial. To put it mildly.
The spamops-document OTOH is fine for practical purposes.
I agree that putting the arch document in the critical path for
spamops would be likely to considerably delay publication of
spamops. Nor does it really seem to be necessary, as the concepts
and terms used by spamops are few enough to define in that document,
even if they're redefined later in an arch document.
