It has been my unfortunate experience that such documents are
necessary.  When such a document is published by a reputable source,
it saves others the trouble of having to explain repeatedly why
certain things do not work the way they might seem to, and why
assumptions must be questioned before they are acted upon.  For
example, I don't know how many times I gave essentially the same
lecture to people who wanted so very much to believe that domains
registered in .country were actually IN that country.
