from the line of commentary that John Klensin has been pursuing, it might be worth looking at Tony's suggestion, in terms of effort and efficacy.

The suggestion is reasonable one, if the community feels that there is important quality control (or equivalent) issue in strictly regulating name assignment.  Unfortunately, it adds more procedure onto a process that is already signficant.  Enforcing contingent restrictions take careful attention by Secretariat staff.

Is this really the sort of thing we want to focus on?

It's just a name.
