If you think there is a concern about liability for the IAOC, then you should have similar concerns about the IETF leaderhship, since they would also need coverage for their activities.
Thanks for pointing that out, Bob. They have indeed had such coverage for some time, through ISOC. The IAOC will, I am very sure, have the same.
