The IETF has addressed these issues quite well I think, because the standards are there. The IETF doesn't really have a tradition of advocating the use of these standards to service providers. Have you tried to ask them why they don't?
I sent an e-mail to abuse@xxxxxxxxx but I have not yet received a reply, This is why I came to IETF as I suspect a few yahoo people are lurking on the list, or there must be people her who knows the yahoo people.
