[Last-Call] Re: Minor request regarding draft-ietf-uta-require-tls13

Looking at the draft, the simplest "fix" would be to say "new protocols using TCP" in all the places that currently say "new protocols".  (I think that this would have the minor benefit of removing the last sentence of the abstract and introduction.)

Another approach would be to add a very short definitions section that says "For purposes of this document 'new protocol' means newly developed work that rides on TCP."  That leaves the abstract still slightly vague, but I can live with that.
