The (publicly) information available for the "discuss" on that draft
was: "Thanks for addressing the DISCUSS and COMMENT".  There would be more information available if the draft went through a working group as IESG discusses are copied to the working group mailing list.  I assume that was because of a 2007 comment from Adrian.

[Roman] Without any changes to the tooling (a separate discussion), past DISCUSS and COMMENT positions are already available via the Datatracker history feature -- https://datatracker.ietf.org/doc/draft-klensin-idna-rfc5891bis/history/.  This history will capture every position the ADs took while the ballot page (https://datatracker.ietf.org/doc/draft-klensin-idna-rfc5891bis/ballot/) only showing the last one.
