It didn't go through, and I dutifully reported that problem to "<mailto:last-call-owner@xxxxxxxx>last-call-owner@xxxxxxxx", but nothing happened. I thought it might have hit a spam filter because my reply had a few links (to <http://unicode.org>unicode.org).

So, who is in charge of that list? That needs to be transparent.

The entity responsible for that Last Call is the IESG [1]. Bron Gondwana (Cced) has access to the mailman3 settings for that list. The people who might be able to do something about email delivery issues can be reached at support@.
