The IETF group discussed the annexation of an IRTF research group according to the 121 meeting proceedings [1].

There were discussions over the years as to whether the entity which runs the "standards process" is an international organization. Favoring a national standard from national standard organization N creates a perception that the entity is tied to N. My preference is to have some clarity as to what to do about incorporating national standards, by reference, into the standards produced by the IETF Stream.
