Jay,

I agree. We (the community) will of course judge by the results, but I don't see any way in which this administrative change violates the letter or the intention of RFC 9280.

The IETF Administration LLC is expected to see that the performance of the RPC is aligned with what's in the contract with the service provider.

The role of the IETF LLC is to source the delivery of the RPC service and that this service meets the performance expectations of the community. As detailed in my note, this change is inline with that role

It was not envisioned at the time of RFC 9280 to bring all the service provider's employees under the wing of the IETF Administration LLC.

RFC 9280 is explicit that this is the role of the IETF LLC to determine:

"This document does not specify the exact relationship between the IETF LLC and the RPC; for example, the work of the RPC could be performed by a separate corporate entity under contract to the IETF LLC, it could be performed by employees of the IETF LLC, or the IETF LLC could engage with independent contractors for some or all aspects of such work. The exact relationship is a matter for the IETF LLC to determine."

The above announcement sounds like a significant change to the RFC 9280 model.

It isn’t.

The announcement was made after the change was effected. Is there a reason why there wasn't any consultation prior to this structural change?

Please see my response to Stephen on the same point.

The Salaries and benefits item was $251,225 as at December 2021. That item was $1,500,977 as at December 2023. Is the change because of the new responsibilities which the IETF Administration LLC has been taking on?

I cannot find any figures that resemble those quoted above. The IETF LLC has not taken on any new responsibilities since the publication of RFC 8711.

cheers
Jay
