We're not large. We're not unusual. I don't think this level of
visible inclusion on sanctions lists is unusual.

I assume that by "special" you meant that some country would make an
exception for IETF participants. I don't think so; I could be wrong.

There wasn't anyone from the countries which you mentioned on the
list of attendees. There is another list of attendees at
https://datatracker.ietf.org/meeting/114/proceedings/attendees/
There wasn't anyone from the countries which you mentioned. I don't
have any information to believe that attendees from those countries
were excluded.
I found the figure unusual as I was relying on a statement which was
sent to gendispatch several years ago.
