We have worked on this with CNNIC the registry for .cn, who are active in the IETF and who have extensive experience in managing large-scale international conferences. They applied to the government for the very unusual network provision that I outlined previously and it was approved. They have therefore been able to make a commitment to us that we will have a network that meets the requirements of RFC 8718 and they have further committed to setting up a dedicated team to solve problems and special requirements in a timely manner during the IETF meeting.
