The dispatch approach originated in an area which was known as
"RAI". The approach was described in RFC 3427. I am not sure how
well it worked as I did not a regular participant in the
area. Another area (which I was familiar with) used an area meeting
to encourage participation beyond the primary interest of a
participant, e.g. the person's I-D is being discussed in a working group.
The current approach (or experiment) seems like a crossover of the
two approaches described in the previous paragraph. It seems to have
attracted attendees (370 in the first session, and 273 in the second
session). A metric might be to be see whether that attraction
translates into participation. It would be quite fuzzy though.
