You do have FTP, but it's hidden in the Finder. Open the Finder, menu
Connect to Server, type in an ftp:// URL and it'll work. If you type a
telnet: URL, it'll open a terminal window and try to run the telnet
program which isn't there.

Nonetheless FTP is still obsolete.
