Because we have already configured FTP capable servers, whether FTP
is easier or harder than necessary is besides the point

One of the weaknesses of the Internet architectural model as insisted upon
by many here is that insisting 'anything can talk to anything' makes it
really hard to secure file servers locking them to only be visible to the
local network.

If making initial TTL 1 is not enough, feel free to make routing tables
of the servers contain entries for local IP addresses only.
