To be clear, I was not intending to probe whether BCP 83 was in need of revision or had outgrown its usefulness, or any other process-oriented aspects of moderation and disruption limiting. That discussion truly belongs elsewhere. The purpose of my query was to provide information to the IESG that I think would be useful in contextualizing Keith's declination.
