Other than the formal requirements concerning intellectual property(*),
please cite other examples where the IETF requires open, individual and
explicit commitment to anything as substantial as doing an implementation.
As with many of the responses on this topic, there seems to be a
remarkable reticence to consider pragmatics and downsides.
Imagine taking that approach to protocol development.
