The rights may be universal. The practice is different across
jurisdictions. In some jurisdictions it is a matter of whether a
person chooses to exercise his/her rights and face the consequences
of that choice.
If I am not mistaken, there has never been an appeal filed against an
IAB decision on the grounds of human rights. It might be a good test
of whether people do what they say.
