Emphatically disagree with the AD qualifications.   "HTTP expertise" is 
a tiny fraction of the expertise required to oversee the general field 
of "applications".   And Applications have already been neglected in 
IETF for a very long time, which is why IETF's applications protocols 
are so poorly maintained.

You need to separate Applications into a separate area again and stop 
trying to bury it as if applications were inconsequential.
