Are you saying that a face-to-face meeting would have fixed whatever
troubles you have with the cited text?  I find WG face-to-face meetings
are generally terrible at copy-editing, and fail to see what is wrong
with the cited text or how it could impair interoperability.

Are you saying that there have been interoperability problems that
would have been avoided if there had been a face-to-face WG meeting?

Are you claiming that travel to one or more IETF meetings by members
of the WG (most of us had no other current projects requiring
attendance) would have been cost-effective in terms of improved
interoperability of the resulting BCP?

I, for one, think it is much more important for work to be DONE and
USABLE rather than PERFECT, particularly when we know from the outset
that perfection is unattainable due to irreconcilable requirements.
