Summary:

This document describes:
* how a server can advertise through DNS that it offers Oblivious HTTP
* how a client can learn the URI to use for the gateway using a well-known URI
* how the gateway's key configuration can be fetched via the well-known URI

The document is very clearly written with good examples at the right places.

Applicability and security considerations are thorough.

The IANA section looks good.
