Did public transportation get better in Silicon Valley in recent years?

No. Every few months there's some rejiggering of routes and schedules,
with the stated intent of improving downtown service and the implication
of reduced service in "outlying" areas. It's generally easier and
faster to just use a bicycle, though I'd not park a bicycle downtown or
near a transit station with any expectation of ever seeing it again.

I remember having a very hard time getting anywhere that was not in front of a Caltrain station, unless I had a car.

It very much depends on the specific value of "anywhere", as well as the
day of week and time of day. https://www.vta.org/

If the destinations are within downtown San Jose, that area is
compact enough that it's generally faster to just walk than to
wait for a bus or ride share.

The unavailability of good public transportation would on its own be a reason to rule out any meeting venue, on cost, practical and environmental factors.

You're really making the case for meeting in Minneapolis. :-)
