There are now two PRs that can be looked at.

(These are stacked PRs, and I don’t know how to do them properly on github:)

(#51, add8601-2000, is a prerequisite PR with the necessary references.
This also has the fipspub URL.)

#52, split-section-2, provides the split into subsections.

#53, wordsmith-new-section-4-3, adds replacement text for Section 4.3 of RFC 3339.

I’m not sure we should do #53, #52 is sufficient from my point of view.
