The last of those allows for a selection of a future roll (or rolls) to satisfy a randomness need.    So say we're going to do the selection tomorrow, we pick 230426-1 through 10 as the random digits (1-100) and throw them into the 3797 scheme as the entropy.

Or say I need to do a roll immediately (or say in 30 minutes), I go to the website, pick a roll id that happens then - in this case 230425-2179 through 2188.  Email that out and confirm that it's in the archive so you've got a valid timestamp.  Rolls happen every 30 seconds and any given roll can be looked up.  For example 210425-23 - 2 years ago was 85.

I mention these only to suggest that re-randomizing when needed doesn't need to take days or weeks to happen.

   a way that the unbiased nature of the choice is publicly verifiable.
   For example, the selection of the voting members of the IETF
   Nominations Committee (NomCom) from the pool of eligible volunteers.
