[Med] As you can see in https://mailarchive.ietf.org/arch/msg/sfc/Or3IHPNEP7R-NTQlN4PymL0s8tk/, the behavior may not be deterministic at the service function that receives such packets. The assumption we had is that SFFs will be provided with a policy to control the next-proto of OAM packets. Absent such a policy, the SHOULD discard above is followed. Will add some text to clarify this.
