For the earlier PR actions, the email links point to "www1.ietf.org", which appears to not quite serve the same purpose as it did back in 2005. The tools team *did* attempt to make sure the old links to emails were correctly redirected to the new mailarchive.ietf.org page, but apparently missed this domain. If you simply change "www1.ietf.org" to "www.ietf.org" in those links, I think you'll find they work. Sadly, the missing messages hosted outside of IETF's own servers may be lost to history, which is one of the main reasons I've always been an advocate of hosting IETF mailing lists on IETF's own servers and never anywhere else.

For the 2019 PR Action that I sheparded, the cited messages were removed from the mail archive at some point, although the specifics of when or by whom (or whose request) remain mysterious. If you feel inclined to seek them out for whatever reason, I'll warn you that their contents crossed quite a few lines of propriety; for example, the first message cited in the PR action included links to pictures of women whom the subject of the action claimed he had paid to perform certain degrading and non-family-friendly acts to him. Many of the others rose to nearly the same level. Their removal is unsurprising, as hosting them may have opened the IETF up to several different kinds of legal action (although I'll note that I'm nothing remotely similar to a lawyer).
