Summary:
The document, with experimental intended status, defines the protocol to be
used for a new network service called low latency, low loss and scalable
throughput (L4S). L4S uses an Explicit Congestion Notification (ECN) scheme at
the IP layer. The document is well written, includes also discussion about open
issues/questions to be addressed through experimentation

Major issues: None

Minor issues: None

Nits/comments:
Page 17: " ..The members of the Transport Working group are not aware of any...
" it would be nice to add something like: "At the time of writing this
specification, the members of the Transport Working group are not aware.."
