The IETF is not the only SDO in the world.

How to other SDOs address these problems?

If the root cause of the problems is the US legal system, perhaps the IETF should move to another country. Given the international constituency of our participants and the way that we work, I cannot see that it would matter much where we were based so long as the country was stable and had laws sympathetic to our activities.
