Why? Because it's always hard to fill all the positions, and this would make it harder.
If someone is incompetent, NomCom will not reappoint them even once, let alone twice.
The problem with tenure isn't competence. Nobody objected to FDR's competence.
The problem is concentration of power and the ossification of particular points of view
which are not necessarily as well founded as the holder imagines.
