The RFC Editor site also states that 1818 was downgraded from BCP. It seems to be yet another error in RFC2026 that it does not formally obsolete 1818.

That reference is preserved from RFC 3967.  Also, RFC 1818 is not obsolete, so presumably what it says is still valid.

Should that spot refer to both 2026 and 1818, perhaps?

Actually, RFC 1818 is marked Historic and RFC 2026 Section 5 has a much more complete discussion of the purpose of a BCP and the processes associated with them, at least in my opinion.
