Feynman provided the necessary outside "independent expert" voice that the inquiry needed, but he was heavily guided, and has said as much. See e.g.


that's not really analogous with pulling in experts at last calls.

Could you do a WG last call, then an area last call, then an ietf-wide last call? An area last call might attract experts not involved in the wg, and get more attention paid to it.
