there are lots of arXiV name variants.

setting up the datatracker or tools to have an ietf-rXiV preprint server-like interface for drafts may help- slightly. Or maybe just with academic communities. But you can barely see domain names in browsers these days, and those keep working to get rid of the url bar entirely.

again, I think the IETF is really in the publishing business. Publishers have submissions, a slush pile, and a lot of wannabe unpublished writers.
