Yes. A group may decide that an absolutism argument for free speech is not worth the cost of the negative impact of some of those in the group. Generally the group hopes that the individual members all agree with such a trade-off, but particularly during a time of change, it can be difficult.

I call it being extremely prejudiced, authoritarian, arbitrary,
divisive, non-inclusive, and extremely detrimental to a culture that
purports to make decisions by rough consensus.
Yesterday was the saddest day in IETF's history. The new leadership had
a chance to try to make the organization more inclusive and less toxic,
and they blew it. I'm not sure the harm can be repaired.
