The recommended column has specific meanings, part of which is that it is recommended *for use in TLS.*  For example, SHA1 as the TLS handshake digest is okay, but as a general digitial signature mechanism it is not. (The other part is that recommended means that a TLS RFC using it has been published, basically.)

I'm one of the designated experts for the TLS registries.
